When asked about the river channel and foundation dam project, Edwin produced the blueprints and explained in detail. "The project is quite extensive. It was planned years ago, but the war depleted the treasury, so we could only manage annual river silt clearing. However, since late last year, we've been constructing a reservoir at Gatekeeper Creek, diverting the river, reinforcing channels around the capital, and clearing silt. We expect completion by year's end."
Impressed by the project's scale, Carissa asked, "What kind of workers are involved in the reservoir, foundation dams, and channel clearing?"
Edwin, sensing her concern about wartime treasury strain, reassured her, "Part of the workforce comprises conscripts; the rest are hired laborers. There are approximately 20,000 workers. Daily provisions are costly, so laborer wages have been reduced. Fortunately, over 10,000 are conscripts, requiring only food, not wages."
Carissa nodded. "Who oversees the riverworks project?"
"Cameron Judd, of the Waterworks Department," Edwin replied.
"Where is he from?"
"Valken. He's been with the Ministry of Infrastructure for seven years, promoted to head of the Waterworks Department two years ago," Edwin explained. "He's decisive and efficient, virtually single-handedly managing the project. His Majesty praised his efficiency."
Edwin paused, his expression shifting slightly as he recalled Cameron's Valken originโa recently rebellious region. He understood Carissa's visit. The conscripts and workers knew Cameron. While large-scale construction was rare recently, the same crews had cleared the river annually. If Cameron intended to act, it would be easy. Yet, he'd always been diligent, and Edwin doubted his involvement in Yuvan's rebellion.
Cautiously, Edwin said, "Commander Sinclair, I don't believe there's cause for concern, but I'll investigate."
Carissa shook her head. "No investigation. We mustn't alarm anyone, especially Mr. Judd. If asked about my visit, say I discussed expanding and renovating Capital Guard headquarters and a budget proposal."
"Very well," Edwin agreed.
Carissa nodded. "Then, have someone provide a cost estimate. Let's make it convincing."
Edwin chuckled. "You think of everything, Commander Sinclair."
He left to summon Luther Smith from the Ministry of Infrastructure.
Within fifteen minutes, Carissa had drafted renovation plans. By Luther's arrival, she'd outlined her requirements, instructing him to prepare blueprints and a cost estimate for submission to the Ministry of Finance. She provided detailed instructions. After her departure, Edwin urged Luther to expedite the plans and estimates.
Luther, taking the task seriously, remained at the Ministry, directing staff to begin drafting plans.
Coincidentally, Cameron was also at the Ministry that evening. Hearing Luther was still there, he sent for food, intending to dine with him.
Luther laughed. "Fortunate to dine with you tonight, my friend. I'll return the favor."
Cameron chuckled. "What's keeping you so late, Luther?"
"Commander Sinclair visited. She wants to expand Capital Guard headquarters. With her overseeing the Mystic Army and the headquarters unrenovated for years, expansion is logical. The training grounds are too small."
Cameron poured Luther a drink. "Is she in a hurry? Can't this wait?"
"She's eager for Ministry of Finance funding. The process is lengthy. She's prepared and submitted a cost estimateโher request is in line. It's about getting in the queue," Luther explained.
